City Manager’s Report To Council On Tuesday

In his report to City Council on Tuesday, City Manager Jason Taylor shared that construction at the Newberry Arts Center should be final within the next few weeks, with a plan to open by January and share the space with the community.

As part of his report, Taylor asked Utility Director Scott Motsinger to provide an update on the South Carolina Infrastructure Improvement Program (SCIIP) grant the city had received.

As current project updates, Motsinger shared:

  • Scott’s Creek Interceptor Sewer Upgrade: approximately 50-60% complete on that project. All went well with the blasting needed and they were currently preparing to bore underneath the railroad, which he said should be minimal impact.
  • Bush River and Kraft sewer line replacements (broken into 3 projects)
    • Project 1A begins at the city’s wastewater plant and comes up to Highway 121 and is substantially complete.
    • Project 1B begins on the other side of Highway 121 and moves forward to the Santee Cooper line where it crosses the city’s right of way. Motsinger said this project was also substantially complete.
    • Project 2 (the Kraft Interceptor Line) begins further up and at this point was approximately 30% complete, he said as they’d run into a lot of rock in that area as well.

Motsinger said all these projects were expected to be completed well before the deadline. However, they may be underspent. Because of this, he said they were searching for projects to make sure none of the grand funding got away from them.

As another utility update, Motsinger shared that the city’s linemen would be participating in the lineman’s rodeo this year, held in Pendleton on December 3.

“We’ll have teams going to compete in that along with other municipal cities,” he said. “Our guys are really excited about competing.”

PRT Updates

Taylor shared that construction should begin on the splash pad expansion at the Newberry Recreation Complex within the next week.

Parks, Recreation and Tourism Director Collin Shealy mentioned that Christmas decorations would be starting by the end of the week in Memorial Park, followed by the Christmas tree coming to town on November 18.

New additions to downtown décor this year, Shealy said included replacing all garland and bows on Main Street light poles. A little more will also be added to the display at the Newberry County Library, he said.

Main Street Lights will take place on Friday, November 21 from 5-8 p.m. downtown, with the ceremony starting at approximately 6 p.m.

Taylor shared an additional update on the amphitheater project, reiterating that the bid came back considerably higher than expected.

“We’ve taken modifications to the project, and trying to do so in such a way that it’s still a product we’re all proud of and that functions well,” he said.
